Chapter One: Introduction
1.1 Background of the Study
Voter registration is the cornerstone of democratic participation, as it ensures that citizens are able to exercise their right to vote. In Kogi State, including Lokoja Local Government, the voter registration process has been a subject of both praise and criticism. While there have been efforts to enhance voter registration through the introduction of biometric systems and continuous voter registration, challenges such as the exclusion of eligible voters, technical glitches, and insufficient voter education persist (Bello & Musa, 2023). Effective voter registration processes are crucial in determining the accuracy and inclusivity of the electoral roll, which, in turn, impacts voter turnout and electoral outcomes (Olawale & Aliyu, 2024). This study examines the voter registration process in Lokoja, exploring the factors that influence electoral participation and the barriers that prevent eligible voters from registering and casting their votes.
1.2 Statement of the Problem
Despite improvements in voter registration procedures in Lokoja Local Government, there have been persistent challenges related to the registration process. Issues such as late registration updates, technical challenges, and poor outreach to rural communities have hindered voter registration efforts (Ahmed & Ibrahim, 2024). As a result, many eligible voters in the region remain disenfranchised, impacting electoral participation and the overall legitimacy of the electoral process. This study seeks to assess the voter registration process in Lokoja, identifying the barriers to full electoral participation and proposing solutions for a more inclusive and efficient system.

Furthermore, the study will contribute to the broader discourse on electoral reforms and help policymakers identify strategies to increase voter turnout and strengthen democratic processes in Nigeria.
1.7 Scope and Limitations of the Study
The study is limited to evaluating the voter registration process and electoral participation in Lokoja Local Government, Kogi State. It does not extend to other local governments or regions in Nigeria.
